The City of Helsinki Urban Environment Division manages the city’s public areas and gives the necessary landowner’s consent for the land use of public areas (e.g. construction, installation of structures, events, rentals, terraces, etc.). The related permit granting process is managed by the Land Use and Monitoring unit of Resident and Business Services.
The dataset includes information on street and green work in public areas as well as various events and rentals. Different types of applications in the data include excavation notification, area rental, temporary traffic arrangement, investment agreements, outdoor events and rentals. The open data includes basic information on land use permits, such as location, time, purpose and licensee (only to a limited extent).
The dataset is mainly updated with the information received from customers in the authorisation process. There may be shortcomings and errors in the information on the features, which should be taken into account in the use of the data. In particular, the geometry, or area delimitation, is often not accurate and may not correspond to the actual situation. The dataset is in constant maintenance.
It is also worth noting that not all applications for public areas appear in the open data and the dataset does not, as a rule, contain permits issued or lease agreements made by other organisational departments of Helsinki.
The data is published as a WFS service divided into several map levels. The data in the WFS service is updated several times a day, so the data provided by the service is almost up to date.
The data is available for download in several formats, including JSON, KML, CSV, Esri Shape, and XML. Available formats can always be found under OutputFormat in the GetCapabilities query for the service.
